If Not Now, When?

Ratcatcher has watched with dismay the devastation in Ukraine, including the clearly intentional attacks on civilian targets, women and children. By any definition of the term, the direct and intentional attacks on non-combatant children and women is a war crime. But the United States government, in the person of President Biden, cannot bring itself to declare the actions of Vladimir Putin and Russia to be war crimes.
It is reasonable for the media to ask Mr. Biden at every opportunity, press conference, going to and from Marine One, and any other time the President is within earshot: Mr. President, If this outrage is not a war crime; if Putin and his soldiers have not crossed the line of war crimes; if they are not war criminals, what will it take? How many children, women, and innocent non-combatants must be killed or raped before the Biden Administration will bring itself to the point of declaring the conduct to be war crimes? When will complaints be filed on behalf of the U.S. seeking to hold Putin and Russia guilty of war crimes? Ever?
